The practical cost of silence is that consent becomes fiction. Training is a second use of data, often invisible and hard to reverse. If someone's photo, message, or code snippet is used to train a model, they need enough notice to weigh that risk, opt out, or seek deletion. Without it, they cannot make an informed choice, and any later consent is just paperwork. Notice does not require exposing model weights or trade secrets; a plain statement at collection is enough. My opponent may call this burdensome, but a sentence is cheap next to losing control of your own data.
