Fair point that utilization matters. But the extra-plane outcome only happens if frequency is rigid and demand is fixed. Most short-haul schedules have slack, and a 5 to 10 percent cruise slowdown adds minutes per leg, not a whole trip. The mandate targets cruise drag, where fuel burn per mile climbs with speed. The climate cost is unpriced, so airlines rationally fly faster than the social optimum. Per-flight savings are large and immediate. Extra takeoffs and landings are worse per minute, but you'd need many added cycles to cancel a fleet-wide cruise saving. Design it with phased routes and padding, and it's a real lever.
