Live music should be more accessible, and streaming can absolutely help people who can't attend. But "all" and "free" go too far. A concert is a paid event with real costs: performers, crews, venues, insurance, and streaming itself. If every show must be streamed at no cost, someone pays, usually ticket buyers or artists. That's not access, it's shifting the bill. Many acts survive on live income, and forcing free streams can cannibalize tickets and reduce touring. Let artists choose which shows to stream. More access, yes. A universal free mandate, no.
