When it is the case of taking from one sports division to give to another, it is unfortunate as well as unethical, you are right. That can be seen in all measures of money-making enterprises and is a part of living in a commerce-driven democracy. This is an issue, but I do not believe it is the greatest issue.
The bigger issue here, I believe, is that maintaining an unpaid system requires the active, systemic violation of federal antitrust laws, civil rights, and basic labor protections. The argument against paying athletes relies on universities continuing to act as a cartel to artificially cap wages. The U.S. Supreme Court has already ruled unanimously (9-0 in NCAA v. Alston) that this practice violates federal antitrust law. A university cannot ethically or legally argue that it must commit a federal antitrust violation just to keep its volleyball or swim team funded. Breaking federal law to maintain a budget is an institutional failure that threatens the university's entire existence, dwarfing any internal athletic department drama.
