Why should it be a crime to understand a device you legally own? Reverse-engineering is how repair shops fix things, how competitors build better products, and how security researchers find flaws before attackers do. Making it illegal mainly protects monopolies and leaves users stuck. It does not mean copying patented designs or stealing trade secrets; those are separate legal matters. So yes, hardware reverse-engineering should always be legal.
