Imagine treating a website like the electric company. That feels weird to me. Social media changes fast, and utility rules would lock it down. Maybe the other side has a point about harms, but I still think it should stay more open.

I guess if we made social media a utility, the practical result is more gatekeeping and slower changes, so everyday posts get removed or buried more often. My opponent is right that kids can get hurt, and I am not sure how to argue that away. I just feel open is better.

The practical result of calling it a utility is that rules written once would freeze the feeds everyone uses, even as the apps keep changing. My opponent makes a fair point about attention and school, and I cannot really argue that away. I just trust open competition more than stale control.
