Should scientific research that carries a non-zero risk of global catastrophic outcomes be completely banned, even if it promises high utility?

Scientific research never have been that advanced to have capability of making global catastrophe. We are being closer and closer to this. In my opinion it should be banned as we know human life are most prominent thing for us human society. We can't permise to weight human life by utility of experiment. If there is non-zero risk it should be automatically banned.

We can't really oversight everything due to that some things are just banned and destroyed, eradication of small pox every country agreed it should be done and reaserch on this is banned sometimes even smallest chance is too much if it is one to milion chance you child will death but one to hundreds chance you will get milion what will you do in that situation? When why talk about chemiothrapy patient probably without it will die, when we talking about climate changes we are not sure what will happen so it s better to risk global catastrophe which small but still existing change or banning it and finding safer ways without that risk. Some experts aren't even sure if climat changes aren't just normal fluctuations in our atmosphere? So why sure would like to risk?

Remember the Large Hadron Collider? People sued to stop it, claiming it could create a black hole and swallow Earth. The risk wasn't literally zero, so by your logic it should have been banned. But physicists calculated the odds, added safeguards, and let it run, and we gained knowledge we couldn't get any other way. That's how mature societies handle risk: assess, reduce, monitor. Your one-in-a-million child example sounds powerful, but we already accept tiny risks for huge benefits every day, with vaccines, flying, and even crossing the street. A complete ban just guarantees we face tomorrow's climate crisis completely blind.
