My opponent is right that only citizens should vote. But the practical consequence of citizenship checks is that eligible citizens lose their votes while cheaters just lie. Their nine vote school board hypothetical cuts my way: at that margin, clerical purges are far likelier than fraud. A mismatched database, a missed appeal, a provisional ballot tossed. That is not a boundary, it is a trapdoor. Existing perjury and fraud laws already punish noncitizen voting. If the other side truly cares about nine votes, they should fear the eligible voter wrongly removed, not the phantom cheater.
