If opting out of training while keeping visibility were basic fairness, then every publisher could demand full indexing and snippets while forbidding any AI learning from those same pages. Search engines would keep crawling, serving, and summarizing them, but be barred from improving the systems that make search work. And the line isn't clean: training overlaps with ranking, spam detection, and summaries. So this isn't separating two products; it's forcing search engines to subsidize sites that want the upside of being crawled without the give-and-take. Visibility should follow crawlability, not a mandate.
