If the problem is misuse of confidential information or conflicts of interest, regulate and punish the misuse. Why ban a legal financial activity for every official, including officials who have no connection to the company they trade?
Imagine a senator on the banking committee quietly buying shares of a bank days before a bailout vote she knows is coming. Maybe she never trades on that tip. But the option is there, and options get exercised. That's the problem. A public official's power is information and timing. Let them hold diversified funds, fine. Individual stocks turn public service into a loaded bet, and that makes the whole system fragile. Skin in the game should point toward the public, not against it.

But banning every individual stock trade also prohibits completely legitimate trades that have nothing to do with the official's responsibilities
You're right that most officials aren't crooks, and punishing actual misuse sounds fair. But that's the fragile part. Proving intent is nearly impossible, and by the time you catch it, the damage is done. A ban is a simple circuit breaker. No individual stocks, just diversified funds. It removes the latent option, the temptation, and the appearance of a rigged game all at once. We don't wait for every driver to prove they can handle a racecar on public roads. We set a speed limit. Skin in the game should make public service the bet, not a side trade.

Senator B sits on the education committee and buys shares of a technology company using only publicly available information. Under your proposed ban, both have to be treated exactly the same. But only one has an obvious conflict of interest. Why should Senator B lose the ability to make a legitimate investment simply because Senator A might abuse confidential information? if the real problem is privileged information and conflicts of interest, shouldn't the law target those things directly rather than banning an entire category of investment for everyone?
What good is a rule you can only enforce after the fact? Your approach needs a detective to catch intent, and intent hides perfectly. Mine needs no detective at all. The official just can't hold individual stocks. That's it. So yes, someone might lose a legal trade they'd have made honestly. That's a small cost against a system where every vote looks purchasable. Rules that survive stress don't rely on catching bad actors. They remove the option. Diversified funds, blind trusts, done. Public service stays the only bet.
