Cities don't have a car problem so much as a space problem. A handful of drivers occupy the vast majority of a street, while buses, bikes, and pedestrians fight for scraps. Ban private cars from the center and you instantly move more people through the same asphalt: faster buses, safer crossings, room for deliveries. Yes, some people genuinely need vehicle access, so build exemptions for disability, emergency, and freight rather than pretending every commuter is a special case. My opponent may warn about businesses, but shops tend to prefer customers who can actually stop and walk, not ones speeding past in a metal box.
