You're right that outright stream-sharing has flaws, and minimum-listen rules can patch the worst ones. But per-stream still isn't fair because a stream isn't a product with a real price. The service charges a subscription, so any per-stream payout is just the same pool divided by total plays. You haven't created honest, direct payments; you've changed the denominator from subscribers to streams. That rewards whoever generates the most tracks, loops, and playlist placements, not whoever creates the most durable value. Minimum listening time doesn't solve that; it just sets the floor for the volume race. Subscription share starts from the actual transaction, so it stays closer to what listeners are really paying for.
