A music reaction channel plays an entire track, pauses twice to say “wow, listen to this,” and monetizes the upload. That is the core problem: the original song is the product, and the reaction is packaging. Fair use is supposed to reward commentary, criticism, or transformation, not full consumption with a face in the corner. Courts weigh how much of the work is used and whether the copy substitutes for the original; playing the whole thing plainly does. Some reactions add real value, sure, but the dominant format is a re-upload with extra steps.
