Public money funds most basic research, so the public is the shareholder. Requiring plain-language summaries isn't dumbing down; it's accountability. The NSF already asks for broader impacts, but jargon-filled abstracts defeat that. A 2022 study in Public Understanding of Science found plain summaries raised trust and accurate recall by roughly 30 percent, especially during crises. If scientists can't explain their work to the people paying for it, why should those people keep funding it? Communication isn't decoration. It's part of the job.
