My opponent's "influence isn't identity" line is fair, and I'd grant it. But here's the catch: a border that everyone assumes is a wall does nothing to stop the loop, it just keeps the loop invisible. That preprint still became a clip, a talking point, and a grant priority within weeks, and nobody could trace which step fed which. So I'm not arguing for merging hospitals and courthouses. I'm arguing for membranes instead of walls, semi-permeable ones, with distinct standards on either side and visible traffic between them. Call it connected, not collapsed. That's how you get the neutral ground my opponent wants.
