The real question isn't who sold more, it's which album works as a complete statement instead of a stack of singles. Framed that way, Millennium has a problem: its biggest moments are the singles, and the deep cuts feel like filler between them. FanMail built an actual world, with the futuristic production, the interludes, and a concept about fame and the people who buy the records. It plays front to back. My opponent can point to sales and radio dominance, and fair enough, that's genuine. But cohesion and staying power favor TLC here.
