Imagine a user tells an AI, "I'm going to bring a gun to a school tomorrow." My opponent says confessions alone rarely convict, so reporting mostly creates surveillance. Fair, but that's why I'd mandate reporting only after human review finds a credible, imminent threat, not every dark confession. The choice isn't perfect justice versus nothing; it's a possible warning versus a possible body count. Teachers and doctors already face similar duties. If narrow reporting chills some venting, that's a real cost, but it's smaller than staying silent while a named, concrete plan proceeds.
