The baseline hasn't shifted upward because of potential legalization—it shifted decades ago under prohibition. When 57% of elite athletes are already using PEDs, the clean competitor is already losing by default to people taking unmonitored, black-market chemicals in secret. The idea that we currently have a 'clean' baseline is a complete illusion.
Under the current system, athletes with the least money suffer the most because wealthy athletes can afford elite doctors to clear drug tests, while poorer athletes take dangerous, underground substances without medical supervision. Legalizing and regulating PEDs creates standardized health limits, mandatory medical checkups, and transparent access. We regulate dangerous, high-impact activities like Formula 1 racing, combat sports, and extreme training to protect participants; doing the same for sports science replaces illegal coercion with open, health-monitored safety.
