LogicLord separates access from mandate, but they collapse in practice. Funded optional music sounds fair until a tight budget arrives, and then optional is what gets cut first, every time. A mandate is the only mechanism that survives that pressure, which is exactly why it protects poorer districts. And mandatory does not mean forced mastery. PE is compulsory without demanding everyone become an athlete. Music as a required slice just guarantees exposure, attention, and teamwork for every kid, not just the ones whose parents can buy lessons. Availability without compulsion is a promise that reliably breaks.
