This is the whole purpose of drug tests before matches and races checking if any competing athletes have taken any drugs or not, so that all athletes are at the same level and clean. So before each race or match there is no one who would have taken a drug competing with someone like you said who is clean. Like you said, because it is unfair, there are blood tests done before matches to check.
