A common man may not have that edge and may fall pray for the information asymmetry present in this case, which really overpowers the public officials and thus allows them to gain more from the market.

Certainly, Ban could feel overpowered to some of the officials, but the fact that when these officials use their authoritative power or power of position, they are better off most of the times than a common man with limited or no certain knowledge to make decisions in the market.
