First, it is important to note which God we are talking about--different religions have different criterias for what God does. If we are looking at the most common religion in America (Christianity) then we are talking about Jesus, and he is all-loving. When God created humans, the all-loving nature came from Jesus' crucification on the cross and the act of dying for our sins, so that humanity could be completely reconciled with God, breaking the power of sin and opening the door to eternal life. Now what you're describing--the suffrage of innocent humans--is a direct consequence of our God-given free will. It is humanity's fault, not God's, because the majority of suffering in our world right now is by the choice of humans. Whether we are talking about acts of terrorism, genocoides, war, shootings, atomic bombs, atrocities of all kinds...all of these things are entirely humanly made, and not the choice of God. Without the free will to do this, humans would be slaves to, operating merely as programmed robots rather than beings capable of any emotions. The majority of sufferin comes from the emotion of hatred, the hate in the human heart--but this is not God's choice at all, it is our choice. God merely allowed us agency and the ability to exercise our free will, which is exactly what an all-loving God should do. Now if we are looking at suffering in the lenses of things like genetic/unpredectiable diseases, we must look at the science behind it, because I believe in both God and science working hand-in-hand. The same biological mechanisms that allow for life, evolution, adaptation, and cellular reproduction also carry the mathematical necessity of error. For DNA to be able to replicate and change, mutations must be possible. A lot of the times, these mutations result in incredible adaptations; other times, they result in genetic diseases or cancer. God allows the laws of nature to operate consistently rather than constantly intervening with miracles, which would shatter the predictability required for human existence. And so, the willingness of God to let humans have agency over ourselves gives us that free will aspect, and that unconditional love.
