Technology, is built on the ideas of the creator, based on what he or she, knows. The creator's culture is surely different from ours, that's the good thing about humanity, were different, in terms of or thinking, & mostly values. So to support that technology will be neutral, is as impossible as to ask the sun to rise from west & set east. So my stand here is , " NO ! " technology can never, be neutral. An idea will always reflect the Creator's thoughts , this his values as well. Therefore, technology can never be neutral.

You here speak of your gut , felling. But I speak with, facts, did you know that facial recognition software has been found to be bias & discriminative , to people of color. This is caused by the historical data it has been trained on , huge data sets of people of white color. This clearly shows the influence of it's creators have greatly impacted other societies. How do we expect to have a universal technology that serves us , the rest of the society if it's decisions are influenced by values & principles of other societies, this is just hegemonized

If we don't sensitize on cultural balance , to reduce algorithmic bias on technology , we as the consumers of this technology, will inevitably end up assimilating the society's (which built the technology) values. Which will end up creating a satellite community, which is lead by one single principles & values, crafted by one society. Thus eroding our diversity, which is what keeps humanity interesting.
