In my opinion, God is both good and not good. I’m not here to argue whether it is good, so my opinion is more nuanced than a possible debate you’re here for. I think God transcends morality. What’s good and not good is for here on Earth, while I see God as something above it, a consciousness of all intelligence that is within everyone. Heaven and hell are states to live in, for your own consciousness to be in. If you’re full of hate/rage/negative emotions and all of this forms your state, you’re like Hitler, you’re living on the level of killers, and as a result, when you die, your consciousness could continue to exist in that state. On the opposite, some people are like a heaven on Earth and, as a result, could end up in ‘heaven’ as a state after death. God here is merely the full plate of all consciousnesses that there are. He doesn’t decide it, the way you lived decides it for you.
To answer your other points: I haven’t read the full Bible to know if ‘nonbelievers’ go to hell, but I, as a raised Christian who has my own opinions on God, wouldn’t think that’s what all Christians believe. On your point of ‘choosing between believing…’, I wanted to add that history also plays a role. For philosopher Kierkegaard, for example, he thought that giving your life to God was the most authentic way of living. To them, it is a state of being he chose to take as the truest form of living. We are born in this world where religion is the norm, so it’s understandable to not understand why.
In my opinion, God is both good and bad because He is above it. He doesn’t intervene with gravity when someone falls from a high place, if He is a form of all-knowing consciousness, He is above it. And if we take into account that ‘God is within us’, then our own states of being (heaven/hell) are what we could end up in after death.
