For ordinary citizens, reporting transactions after the fact is sufficient because the general public lacks market-moving insider knowledge. For lawmakers, however, post-trade disclosure merely documents a conflict of interest after the profit is locked in. True transparency requires pre-trade notice so the public can evaluate the action in real time—or better yet, removing individual stock picking entirely.
