Your honor, Supporters may say that Arsenal has more of a legacy than Man city, well I do agree with that, but this statement is overlooking the fact that legacy is an lasting impactful value left on from other players or generations, not entirely skill, whereas Man city has dominated the Premier leuge with 10 consecutive wins in the premier leauge era with Pep in control. Whereas Arsenal had dissapointing results where they lost major games and let other rival teams pass them as if they were just a general club. To add on Man city's modern squad excelled in indivudual and teamork excellence ,multiple record breaking tallies a treble-winning core, and individual global award winners (such as multiple Ballon d'Or/PGB nominees and Golden Boot winners). Their peak player standard over the last 10–15 years is widely regarded as one of the highest in Premier League history. Whereas Arsenal only had 4 consecutive ones with a "invicible squad " which quickly split off within 4 years. Now speaking of the UCL, well Manchester has dominating appearences and match results in the recent modern years of the UCL even winning the Treble, which arsenal has even struggled to win even 1. So I strongly agree that Man city is more of an succesful team than Arsenal in the Premier leauge and UCL
