If we enact a moratorium on the construction of hyper scale data centers, we may lag behind China within the tech race that is going on right now. AI is a vital technology. Who knows how long a moratorium is going to be for but what we do know is that AI actively requires the United States following close behind. Additionally, the moratorium will only lead to offshoring because the demand stays the same. Right now, a significantly large data center is being built in a desert in the UAE, meaning that allowing this offshore to happen will actively exacerbate issues within these other countries. In Mexico, climate issues kill many people yearly. This will only increase if we reenact this moratorium. Also, as I already stated with the UAE, the UAE is attempting to become a hotspot for data centers. Right now, modern slavery is a significant issue within the UAE and allowing this moratorium to happen will simply exacerbate the issue and increase the amount of people in modern slavery. This is due to the fact that the market for this to happen is going to increase so much. Therefore, the issue cannot be solved by simply sending our problems to another country that is most likely less equipped to deal with it and isn’t even intending to deal with it. Instead, we can solve this issue by an acting better regulations, and by making it better and safer for these data centers to be created. Plus, with a moratorium in place, this will just put in more smaller data centers within the US, not solving the issues you’re stating at all. Your claims are non-unique at the very least, because these are all going to be solved if we enact these regulations. A moratorium sources nothing. It just sends our issues elsewhere, where our regulations cannot extend. All in all, a moratorium will likeluincrease the amount of climate related deaths in Mexico, most likely increase the amount of people in modern slavery in the UAE, and won’t solve any of the issues you’re claiming.
