The national bureau of economic research found that functionally billionaires pay roughly a 24% tax rate, which is far less than the highest earners in the "working class". This demonstrates there is an untapped pool of wealth that the U.S. government is currently not using, since citizens vs FEC resulted in the people who have control of this money using a small fraction of it to fund political interest against taxing them more. What we observe when politicians actually do tax these people is that billionaires do not immediately depart, instead, they pay up. To give a clear example, Zohran Mamdani instituted a tax on buildings valued over a certain amount in NYC. These buildings and the billionaires who live there did not depart, they simply took the hit because it was cheaper than relocating their business elsewhere. While it is obviously a careful balance, capital flight can be avoided by taxing the rich their fair share. With this funding, a program such as medicare for all could easily have enough money to work.
